If the closing was for a purchase the funds are disbursed the same day of the closing. When it is a refinance the mortgagor gets their funds after the 3 day recession perid. In this case, the mortgagor should have received the funds no later than 2/16/2004.

I am an escrow agent here in Indiana. So this is how the disbursement are set up per the state law.
