Hey Judy,

I would recommend mailing a fee sheet and the counties you serve, with a professional cover letter introducing yourself. I don't see a problem with a phone call either, just to introduce yourself and ask if they would mind if you faxed over a fee sheet.

The buddy system can be good, but make sure its someone you trust not to steal your clients... I know a few abstractors who help us out once in a while and we return the favor when we can.
