That is a tough question. I think it depends on the two things. First, the volume of work the clients have in your area; and second, how many counties you are planning to cover.
When I first started, I worked for a handful of clients, but I was going all over the north half of Ohio for them. They weren't too demaning on turn around time, so it worked out OK until things started to slow down. When those few clients had a bit of a slow time, I didn't have enough work to make it.
I realized that I was better off limiting my coverage are to a few counties an taking on more clients. You really have to consider the effect of drive time.
It is a tough balancing act, you just have to grow slowly until you reach a comfortable level and are still able to provide good customer service.
I'm sorry to hear that you aren't able to attend the conference. I hope you will become active in the association once things get moving, there will still be plenty that needs done after the conference.
