A client of mine (also an abstractor/examiner) called expressing concern about this situation.  His suggestion was to band together (although on statewide basis) and lobby the state for legislation requiring licensing for abstractors and requirements that "title reports" be performed by licensed &  LOCAL abstractors (with an office located in the state).

We may not stop India from posting or indexing - but legislation could require we get the order for the research. 

Perhaps as a nationwide organization some political effort could be made to encourage states to establish the abstracting industry as a licensed profession.
