I think Judy makes and important point.  That is when a client pays on time and consistently sends work, they are entitled to special consideration.  That includes going above and beyond the normal service and could include discounts.  I too recieved the vendor package with the 3% program.  I sent in the package with my regular rates and I will wait to get paid, if I get any work from this company.
