Actually, Sue, I'm the southwestern corner of PA...the county I was referring to is Allegheny.  Isn't it wonderful how some of those county employees act as though they're doing you a favor by waiting on you?  Must be nice to be on a government payroll.  LOL.

All kidding aside, though, most of them do a superb job, given the limited budgets and resources they have to work with.  i guess I'm blessed that I don't have that kind of hassle to deal with in my counties, in addition to all the other headaches.
