This sounds like a great way to get people on the ball as to paying their debts in a timely fashion.  There is no reason they should get away with withholding payment for work they have ordered from anyone.  They have a moral responsibilty to pay thesir debts and not absorb someone else's "profit" into theirs.  If they can't make enough money honestly out of this business, they should get into some other industry.  This all stems from greed, and shame on them for such poor business practices.  Maybe this will make them anty up or push them out the door.
