That's exactly it! I used to spend more than half my day fielding phone calls from angry searchers yelling at me that I needed to pay them and then they'd get mad when I told them I had nothing to do with payment (I truly didn't... I wasn't just blowing them off) and that I would be more than happy to have them talk to someone in accounting. Well then of course I'd transfer them to accounting and they wouldn't take the searchers calls. So I KNOW they weren't paying people on time. I even had to train the night crew to help accounting go through all the invoices and attempt to pay people. I heard searchers weren't getting paid for months. Then when I'd go to accounting myself and say "listen, these are good people and they need to pay their rent/mortgages. Here's a list of people I spoke to today, please check into this and let me know what's going on so I can talk to them", accounting would blow me off as well.
...But the company is still on the hot list.
