You are right about the list being public domain. It has been circulated so much at this point, that anyone with a copy could distribute it to whomever they choose. It would be a good idea for a NALTEA committee to continue to improve the list - you made some great suggestions. At that point, it would be a more valuable list that may be worth the price of joining NALTEA alone.
I don't use the list, nor do I have but a few clients on it. I can see though while the list definitely helps some, it will hurt others. I don't see anyway around that. Having NALTEA distribute the list is a fine idea now, but once NALTEA grows people will be having the same problem.
I guess you have to take the good with the bad.
