Veterans are anyone that serves "active" duty goes to war or engages in active service - those in Iraq are veterans by definition - I am proud to have a father who served in the Airforce with the highest security clearance in the military - suitcases were handcuffed to his wrists - and a man in my life who not only served the Gulf War but also served in the initial hit in the Navy in Iraq.
