Hey David,

correct me if I'm wrong, wouldn't it be easier to start at a state level, with one state, with all our efforts concentrated on that one state?  Once we succeed there it would easier to get the next state, then the next, then the next.  You and everyone else present an excellent case with an outline to accomplish this (the two laws you mentioned).

Now it needs to be put on paper, presented to a state legislator, and then lobbied.
