Some counties, where private title plants have been in use for sometime, judgments have been included.  Some of these privately owned plants are probably selling access to larger national plants.

However, I think that quite often the people who use on-line searching don't truly understand all that is involved and they are unaware that when they search a county database, it doesn't include things like judgments, foreclosures, divorces, probate, guardianships, etc...
