I would check with your accountant as far as setting up the whole payroll issue and what it will cost your company.  Then try to get an idea of what to pay them.  You always want to be sure that an on staff examiner can bring in at least double what he makes,  Example, if you pay him $150 a day salary, he needs to do enough work to total at least that plus another $150.  Knowing with slow downs this isn't always possible, but that is what I do with my staff examiner. 
Interviews are the hardest. But be sure to find someone qualified.  Now is a good time to hire because alot of companies have slowed down and are letting some people go and some are even going out of business.,
