Yes, I agree the client would have to be notified first by written agreement.  I just wanted to throw it to everyone as to maybe we all need to have our clients sign that - and unless we simultaneously do it together - just like the increases in prices - we will harm the others.  My contract does not call for reductions in fees though and they are orally done over the phone which in Texas oral agreements are as enforceable as written agreements.
