If it is found to be a wide spread practice it would seem that the interests of the property owners are not best served and a word to the State Insurance Commissioners Office may be in order. Although the many of the Insurance Commissioners have an employment history with large Insurance companies, and often are not receptive to such claims, it may be a necessary step in exhausting adminisstrative remedies before a property owner csn seek a legal remedy in the courts. I remember reading about a case in which the Insurance company chose to settle a claim and pay because it was cheaper than properly investigating the claim and litigating it. The result was that the insured had to pay higher premiums. The court in subsequent litigation ruled that the insurance company was wrong, and had to take into account the concerns of the indsured because he was an aggrieved party by virtue of the charge for higher premiums
