When Fayette County (PA) courthouse came off of lockdown, the deputy at the security checkpoint just aimed a probe-like instrument at my forehead that looks somewhat like a barcode scanner.  Their signs indicated that masks and/or face coverings are required, but I saw some people, including a few county officials, who weren't wearing any face coverings (I kept my "approved" face covering with me, in case anyone decided to make an issue of it.)

I don't have a problem with someone measuring my temperature as I enter their facility as long as two criteria are met: first, that the policy applies to everyone entering the building, including law enforcement and first responders; and second, that it does not involve physical contact with my person.  As far as being a medical procedure, the physical contact aspect would be a major factor in making that determination.
