I do not beleive for one minute, (nor do I feel that most people would) think that a piece of paper called a certificate is equal to a state required
license.   Try practicing law or medicine in most any state with a "certificate", and most likely find you azz in jail really fast.
     Under this plan, you could certify 99% of the abstractors out there,
then what good does the paper do to seperate one from the other.
