I'm not sure which communications package this was about. I need to look it up. The privacy act is in committee. It is likely the Senator's home address was found by the terrorists on the Internet. If this senator had already taken measures to protect his family such as unlisted telephone number then the internet "public record" would likely have been the next unprotected source for his home address.
