I just bought the enhanced listing and asked  if it would be possible to be listed for my city above those companies who cover every county in the state but are located in another state or on the other side of my state.  While I believe Robert granted my request, I did notice last night that I could go to my city's listing 4 times and I would be in any order of the first 4 listings.  Evidently it rotates each time someone goes to the listing.  Of course, enhanced listings do seem to show above the others at all times.
