I don't know the laws in Michigan but in Texas and every other state I have looked at the opens records acts are being used by companies to seize all images at cost of reproduction. A single CD can hold 10,000 pages and can be bought for 50 cents. Having aquired the records in this way they are sold on the Internet.
I received a call just last week from a county clerk desperate for help. She began imaging in 2000 and last week she was served with a certified letter demanding all documents she had digitized. I put together a team that day to help her. We spoke with the county and district clerks to put together a plan of action to prevent the bulk transfer of the community records. At the very least we hope it will stall the delivery until the new laws are passed.
So if your county isn't on line yet, it may simply be because their are not enough records yet to make a viable Internet thin plant.
