This isn't progress and no one is trying to stop progress. The use of the word progress is just hype the technology companies use to promote the means to their own profits.

Handing our records over to terrorists, identity thieves and corporate stalkers through the Internet is  anything but progress. Do you really believe it is progress to allow someone in Syria to access the social security number, home address, signature of our CIA chief? Whose progress is it for Nigerian scam schools to instruct their students in the "art" of stealing the American identity through the public records over the Internet? 

No one is asking the county clerks to return to hand written records. But some have been forced to avoid imaging as the only way of keeping the records safely off the Internet until the laws are changed.
