I think the "state specific" test will evolve over time. In the beginning I think that people will have to let us know after taking the test which questions are not "quite right" for their state and the education committee will have to investigate and verify the information and mark that question as state specific for the next time. Eventually, this will lead to improved states specific questions and much more targeted tests.
I think that things are familiar enough from state to state that we, as abstractors, should understand what the question is asking and provide feedback to the education committee to improve the test.
