you mentioned three entities in your post; Naltea, Alta and Sot. Robert addressed the Sot part. I don't any Alta officers or board members that freuquent this board so you may have to address your concerns by e-mailing them.
As far as Naltea, yes we are striving to get abstractors AND title companies to return to a true search at the county level. Yes, I'm sure there are members of both Alta and Naltea that use on-line searches as an instrument to completing their searches. There are risks in using these on-line platforms as you just pointed out, i.e. missing documents, further mis-indexing and a whole host of additional problems including personal information being posted on the inter-net. I've listed Naltea's mission statement and objectives below.

To provide information and education to the membership of the Association; to members of local, state and federal legislatures having jurisdiction over the land title industry; to consumers; and to businesses engaging in the transfer of ownership interests in real estate.

To promote understanding and awareness of the importance of the proper examination, abstracting and reporting of land title records.
