Any system that is connected to the outside world can be hacked - password protected or not. You would be naive to think otherwise.
I agree. It is not neccessary to connect the system to the outside world. Many people have come to think the word "access" is synonymous with online access. It isn't and could not have been the intent of the lawmakers when they wrote the FOIA and various state open records acts.
I DO agree with you concerns about information available on the Web, but there is no single clear solution to it, and there is no recourse, as of now, that can be worked toward - aside from repealing FOIA.
FOIA need not be repealed. It is a good law when taken in the original context of the authors. A strict adherence to the original intent would bring the records back to the jurisdictions where they are filed. Access would be allowed as the original lawmakers intended which mean access within the jurisdiction for purposes where local authorities could protect their citizens.
