They took 100.00 from your other earned service fees?  I would just send them a letter explaining notice was given for vacation, etc. and send a past due notice for $100.00.  I would also state that that just because they reassigned an assignment gives them no right to deduct anything from your other service fees - I have never heard of something so ludicrous.
