How about the AMERICAN scam artists? You keep using these "ferreners" as the main culprits, and it perpetuates the stereotypical Texan, which I would hope that you are not.
Fact is, you can not limit the information that is available under FOIA. The reason for this was that people recognized that certain information HAS to be transparent in order to prevent massive frauds from occurring.
I whole heartedly agree that there should be a limiting measure as to what exactly is placed on a document, in order to protect that is certainly private, i.e. SSN, birthdates, maiden names, and etc. The problem comes in the form of telling the banks that they can not use certain pieces of information that they have been using for years and forcing them to spend money on infrastructure changes to aid in the process...
