Actually, I think most citizens do care, but they are unaware this is happening. As they become aware the reaction is usually outrage as it should be. Just ask your neighbor what he thinks of the document you just found on the intenet that discloses the names, dates of birth and social security numbers and address of his children. Or tell a friend about the interesting divorce case you read about online. Then tell him it was his case. Show him how his own social security number, address, drivers license number, bank account number and the amount of his child support is being displayed online by the County. Let the County Recorder explain to him why the County is so reckless in releasing the same information his own bank cannot release.
