After some thought, and a discussion with Doug, he is right.  Changing the way this is done may create more problems and it just isn't they way these types of organizations are set up.  Perhaps an advisory vote of the members could be taken at the conferences and that would provide the board with feedback from the members that they can use in selecting officers.
