In Pennsylvania, the Recorders have a little more leeway.

Although they are prohibited from giving legal advice, they are permitted to set guidelines for what they will and won't accept as far as recordings.  Moreover, while they cannot make judicial decisions, they also cannot close their eyes to obvious mistakes.
