ACRIS might be one of the easiest computer systems to navigate, so I fail to see what the issue might be in the recording process for the Queens and Kings files.

The only thing that he could be refering to is the more difficult process of recording documents in Westchester, where the County has begun to ask for more detailed information on their cover sheets - but even then, why would someone hold documents that they have no intention of recording?
