I didn't intend to give the impression that the doctrine of promissory estoppel is in any way limited to charities in PA. I was just saying that I understand it to be used primarily in those instances. As I indicated, I'm not a lawyer, nor do I play one on TV, so my opinion and a buck-and-a-half will get you a cup of coffee in most restaurants.
