The difference between a HELOC and a 2nd Mortgage is you can draw against the amount of the HELOC (credit line) wherein a 2nd, is a lum sum loan and you have fixed monthly payment (or an ARM).

HELOCS are a great way to leverage the equity in a property without having to use ALL the equity at one time.
