Lawanda, I am not sure who you are?  Did I meet you?  I am curious what 'attitude'  you thought I had?  Why is it you feel my 15 years of experience, and the over 100 years of others combined experience of who is on my committee, how it is we are not qualified to create a testing process and a test?
It is hard to get it to be 'state specific' if no one from those states are willing to help.  Do you have some suggestions, or would you like to join the committee and help??
