That is an excellent idea. I had a friend from Bosnia that had escaped the Serbian policy of ethnic cleansing. He and his family were Muslim. They wound up staying at an air base in Germany until there were prepared to relocate to the USA. As you mentioned there are a number of armed forces bases scheduled for closing. It would seem that temporary shelter could be set up for them until they are back on their feet.
