I'm going to call you in a few minutes with some information concerning the Indian outsource companies. There is a federal court case I am trying to track down now involving pirated software that has been sold to thousands of counties across the country.

When this representative said "online" he may have simply meant it was available to him. As you know, the county does not have to make it available online. It can be available from anyone who has bought the records in bulk. The Indian software company I mention in the above paragraph also offers offshore data warehousing!

As you probably also know, as the law stands now, the software companies own the indexes and images compiled by their software unless this is expressly excluded in the contracts.
