Minnesota requires an Abstractor's License for anyone who does O&E or title searches. The license requires a state examination and a bond or liability insurance policy and must be renewed annually. But there is no enforcement of the law, and it is almost impossible to find a person who can do a search prior to the online records or make an actual abstract of title.
However, while very uncommon, abstracts are still requested to examine extremely complex commercial sites and they are required to Register Land in Minnesota, because the state takes legal responsibility for a title being accurately described with all liens and encumbrances when the Certificate of Title is Issued by the Registrar of Titles.
