I had a meeting yesterday with our in-house counsel, and this was the first time either of us had heard of such a law. Apparently if you want to perform a title search in the state of NE, you need to be state certified. In order to become so, you need to take a two day test at the state building.
So lucky me, I had to contact every one of our vendors, and find out if they were indeed certified and licensed. Out of 32 vendors, only 7 of them weren't. It seems that this law or statute is very confusing, as I got several different answers from my vendors as to why and when you need it. It seems though, that if someone is doing only document retrieval, they are not required to be so, but if they are pulling records such as taxes, conveyance, liens, etc, and putting it into a report form, then they need to be certified.
I have some copies of the statute and other info pertaining to it, so if you'd like a copy, send me an email. Hope this helps some.
