I would wary of receiving unsolicited e-mails asking for help or money, especially in times like theses. Once they are confirmed that they are whom they say they are, I would be happy to help out.

Unfortunately in these times the con artists multiply faster than bacteria. Giving to the Red Cross or the Salvation Army is the safest way to go.
