Yes, I believe many did refuse to leave. I talked to some of these people yesterday. They made a decision based on their experience with hurricanes. Most came through the hurricane in pretty good shape. It wasn't until the levy broke that they found themselves trapped. In hindsite, I think they would all have chosen to leave. I know one man told me yesterday that he didn't want to be alive to see anything like this happen again.
