I think it is probably natural to want to blame someone, anyone when we feel there is nothing we can or could have done ourselves. But it isn't helpful.
This is a tragedy that reaches across the nation and crosses all political, racial, and religious lines. Blaming the victims or blaming those we expect to rescue them is not helpful. At the end of the day we are all to blame if we do nothing to help the victims and those who are trying to help them.
