I'm looking forward to your findings as well. Don't be suprised if you find the company is indeed pirating the data directly from the county. We have found evidence of one Indian company that pirated software from a U.S. programmer then marketed the software to counties all across the country. From what we are learning the software may have also allowed the foreign companies to secretly access and download the data direct from the county servers.
Most software companies claim the data and images resulting from the use of their software belongs to them anyway. You usually find this claim in the contracts with the counties. They rely on prior laws that applied to photographers. Here in Texas we are trying to establish laws that will require vendors to contractually give the control and ownership of the records back to the county.
