I'm in southeastern PA. We have had similar horror stories in our area, but solutions were eventually worked out. Often a combination of letters to the editor, direct letters from local lawyers with suggestions, and threatened lawsuits by larger agencies, the underwriters or the PLTA seems to bring at least some response. Often, however, the recorders hands are tied with regard to money and space. A lot of recorders will say that even when they really do have some flexibility.
Your best bet is to get together with everyone who is unhappy and develop a coherent strategy and list of demands or suggstions. You need to present a united front to the recorder, county commissionsers, and anyone else you need to persuade to help. A lot of this of course depends on the personalities and local politics involved.
Which county is this happening in? Which computer system do you have in that county? InfoCon, Landex, or something else?
