The bills may be the same (for the most part), but there are other substantial differences.  The cost of living may be much less in some areas, so the same profit margins aren't needed to make a decent living. 

There are also differences in the work.  For instance, the counties in PA may not require the same commute as those in Texas.  We have often heard from David how far he has to drive to do his searches, probably not the same in PA. 

Also, the counties may be better organized and allow more searches to be completed in less time.  Counties with geographic indexing are much easier to search than those with only Grantor/Grantee indexing.

I also assume that in PA the offices are all centrally located, as compared to what Kevin has reported with the records stored in separate town halls.  You can do more work if you can stay in one location for much or your work.

Just a few points off the top of my head that need to be considered when you discuss fees in other geographic locations.  That is why abstractors could never set a national price for searches.
