One of us has misread the change that the British government has enacted.  My understanding is that pubs can apply to stay open for either one or two hours past 11 o'clock.  The hotel bars already had a licence to stay open untill 2 for visitors.  It seems they think staggered closings times will help with police enforcement.   Whatever, an odd idea.
