When we get a client that starts abusing "RUSH" orders, I charge them an extra fee.  If they want me to put their searchers in front of my other clients, then they need to pay for that service.  If it is a client that occasionally orders a rush, we try to accommodate them with no extra charge.  I have tried to explain to Clients also, that if they mark evrything a RUSH, it really cancels itself out.  Rushes should be few and far between, but you are always going to have clients that think that they are "special".  So make them pay for it.
