There is concern being raised on this issue at the Federal level. Representative Markey has done quite a bit of work in this area and seeks to stop the electronic export of citizen's information to foreign companies. Here is a link to a Congressional report. OUTSOURCING PRIVACY

Neither India nor Pakistan has national data privacy laws compelling companies to implement basic data privacy safeguards.
