What I plan to do with companies like this one, is to just post a message on SOT to let all the other abstractors know what the practices are for Settlement System and any other company that decides not to pay, so we can all decide not to do any of their work.  Hit them where it hurts, in their client base.  If we don't do the work, they lose their clients, eventually.  What goes around comes around.  I have been in this business too long not to have seen it.
