I already have. Connecticut abandoned a sales tax (excise tax) in l992 because the state could not maintain itself on the 8% tax. It implemented a 4% income tax and reduced the sales tax to 6%. We were one of the last states to adopt an income tax. As much as the citizens protested the new tax, it is still present today. A sales tax exclusively did not work on a state level. I do not foresee it working on a far more complicated national level.
