No, sir, it is a national sales tax, a tax on consumption, and the plan is 100% revenue neutral.  It provides FULL FUNDING for ALL government programs at current levels, including Social Security and Medicare.  You would pay it just like state sales tax.

The real beauty of the FairTax is that even those in the so-called "underground economy", (drug dealers, bookies, etc.) would have to pay the tax when they buy something.  You really ought to check it out before you dismiss it out of hand.
