The proposed tax credit system of which I speak does not require the publication of private information. It only requires an employer/principal to conform its conduct to not outsourcing work outside the country in order to qualify for the credit. Otherwise it is business as usual without disclosure of private information.
The IRS will not disclose taxpayer information unless the taxpayer files a written consent for disclosure. Those of you that are both abstractors and signing agents are probably familiar with the form included in the doc packages you receive. I have represented clients before the IRS, and it will not disclose my client's information to me until my client has filed the written consent, and that written consent is limited to disclosure to me alone.
